clickable layers only clickable within their own step, unable to confirm without region selection, landscape architecture selection without confirmation, only calculate uom if landscape architecture is selected
controlled via workflow.json, and if true, it appears after the first step is completed. Triggers the "initialSetup"
configurable in worflow.json, via "disabledOnContinue"
