This PR tries to clarify the relationship between SIGs and triagers/approvers/maintainers and reflect the current practices that exist in OpenTelemetry today.

In particular:

  • It states that a SIG may have multiple groups of triagers, approvers and maintainers.
  • It states that these groups may be related to multiple repositories (e.g. core and contrib)
  • It states that these groups may be related to areas of expertise (e.g. languages in the Docs SIG)

The main purpose of this is to unblock this PR: open-telemetry/opentelemetry-collector/pull/11577
