[1.19.3] vane v1.10.2

This updates vane to 1.19.3! Huge thanks to @Serial-ATA again for implementing velocity and Pl3xmap support! The new jar file vane-plexmap-[...].jar is the addon file for plexmap and NOT a server plugin.
