公部門開源軟體應用參考手冊

數位發展部為了向全國公部門傳達開源概念，期能讓開源知識深植並普及於政府機關，進而靈活運用開源軟體辦理相關系統規劃與開發建置，於 2026 年規劃推出「公部門開源軟體應用參考手冊」，手冊內容概述如下：

1. 介紹開源軟體，包含開源軟體發展背景、國際趨勢與應用、基本概念與授權條款類型。
2. 開源軟體應用評估、使用效益與風險評估，並說明導入機關之治理制度與模式。
3. 說明開源軟體導入，在需求、設計、開發、測試、上線、驗收等階段的注意事項，並將開發成果釋出，營造開源生態系。
4. 開源軟體之永續經營。

文件版本

本專案目前提供正體中文與英文版本，並同時保留 Markdown 與 PDF 兩種格式。Markdown 版本適合在可解析 MD 格式的地方，包含但不限於 GitHub 上閱讀、比對、翻譯維護與無障礙輔助工具解析；PDF 版本則保留固定版面，較適合列印、傳閱與依頁碼引用。就後續發布與更新說明，請參考 RELEASE.md。

Public Sector Open Source Software Playbook

The Ministry of Digital Affairs, in order to convey open source concepts to public sector agencies nationwide and to promote the deep adoption and widespread understanding of open source knowledge within government institutions—thereby enabling flexible use of open source software for system planning, development, and implementation—plans to launch the Public Sector Open Source Software Playbook in 2026. The contents of the playbook are outlined as follows:

1. An introduction to open source software, including its development background, international trends and applications, as well as basic concepts and types of licensing terms.
2. Evaluation of open source software adoption, including usage benefits and risk assessment, along with an explanation of governance frameworks and models for adopting agencies.
3. Guidance on the adoption of open source software, covering key considerations across stages such as requirements, design, development, testing, deployment, and acceptance, as well as the release of development results to foster an open source ecosystem.
4. Sustainable operation and management of open source software.

Document versions

This project currently provides Traditional Chinese and English versions, with both Markdown and PDF formats. The Markdown version is suitable in environments that can parse MD format, including but not limited to reading on GitHub, comparison, translation maintenance, and parsing by accessibility assistive tools; the PDF version preserves a fixed layout and is more suitable for printing, circulation, and page-number citations.
