Corrects PEP formatting errors and adjusts parsers and unit tests for wave data file created by the newer version of WavesMon v4 software (deprecating and fully replacing older WavesMon v3 processing).

Addresses Issue #15382 in preparation for loading the newly processed WAVSS-M data from both the Endurance and Pioneer arrays.
