This pr does what is noted in the first comment. The support for devcontainer does not change the build process, it simply allows users of GitHub Codespace or VSCode with Docker to spin up a complete environment for building UBL artefacts. |

This pr adds support for devcontainer to the project, adds .gitignore file and tiny update to build.sh.
