What does this Pull Request accomplish?

• Add nirfsg to list of drivers in build_release.py
• Update NI-RFSG driver version tested against
• Release nirfsg 1.0.0.
  • Initial release with development status set to Beta
  • Major version used as 1, partly since there is already a unrelated nirfsg API package in PyPI versioned until 0.1.6
  • Only nirfsg is being released
