This PR includes the current VIPM distribution for the package. The package has been deployed and used for over a decade, and I have used it extensively in my own work. This history should satisfy the unchecked requirements in this list.

Summary of Changes

This PR adds the existing NI State Pattern Actor to the repository.

Reason for Change

This IP is an established part of the AF ecosystem. Bringing it into the AF repository opens it for community maintenance.

Testing

As we are importing existing, already tested code, no additional tests were performed.
