Summary

Adds a YAML configuration file (_scripts/translate/translate_config.yml) with an exclude_dirs option to skip entire directories from automatic translation
Updates iter_en_docs(), get_orphaned_files(), and config loading to respect the exclusion list
Documents the feature in TRANSLATING.md

Details

The exclude_dirs list in translate_config.yml accepts top-level directory names under docs/en/docs/ (e.g., side_quests, info). Excluded directories are:

Skipped when detecting outdated or missing translations
Not flagged as orphans during cleanup
Still served on translated sites using the English fallback with the "Translation in Progress" admonition

The config file is empty by default — all directories are translated unless explicitly excluded.

Add a YAML configuration file (translate_config.yml) that allows excluding directories from automatic translation. Excluded directories are skipped during sync and are not flagged as orphaned. Pages in excluded directories still appear on translated sites with the English fallback admonition.
