This PR updates Harness to v1.0.0-alpha.15, which fixes the issue of a missing Babel plugin when running the playground app. Note that this issue occurs when running the playground itself, not Harness. You may need to start Metro with the --resetCache flag to clear the caches and force Babel to run again from scratch.
