Lower the minimum and quiet thresholds to improve payment responsiveness while maintaining sufficient time for channel acceptance. This tunes the values increased in the previous commit to find a better balance. - RECEIVE_PAYMENTS_MIN_THRESHOLD_MS: 15s → 6s - RECEIVE_PAYMENTS_QUIET_THRESHOLD_MS: 5s → 4s
