After the 2to3 conversion of the two files, mtsgui can compile. But it cannot run because `qwindows.dll' is missing. More fixing to the dependencies is probably required.

Before this commit, SCons could not detect Qt if Python 3 is used. After the
2to3conversion of the two files, Qt can be detected andmtsguican compile. But it cannot run and shows this error:This is because
qwindows.dllis missing. In order to runmtsgui, I had to manully copyqwindows.dllof Qt 5.9.1 and place it atdist/platforms/qwindwos.dll. In order to fix this issue, more changes are probably needed to the building scripts. More comments are welcome on this issue.
