Unfortunately, cargo publish can't use files from outside the manifest dir, so we can't have the Rust Hipcheck SDK depend on sdk/schema from inside sdk/rust/.

Update the build script portion that generates hipcheck_target_schema.json to copy to both sdk/schema and sdk/rust/schema.
