Adds a repo-owned MLCommons contribution goal tracker for AANA.
The goal records AANA's MLCommons positioning as audit/control/verification/provenance infrastructure, not raw benchmark-performance claims. It also tracks active outreach and PRs across MLCube, ModelBench, Croissant, and MLPerf automation.
