Add web-based capabilities management interface
This PR adds a new
/capabilitiespage that provides a UI for managing user capabilities. The interface includes:Configuration changes:
guest_capabilitiesconfig optionusercapability forsearch(changed from empty list)The page is protected by the
user_managementcapability (oradminas fallback).
