Merge the Launchers and Agents settings tabs into Computers - #1751

Both answer questions about the same machines — a launcher is a computer, and the agents matrix is keyed by computer, so the two tabs listed the same hosts twice. One Computers tab now shows launchers (the machines) followed by agents (what is installed on them). Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

Worth noting this makes Computers the only tab rendering two panels; every other tab is one. Each panel keeps its own
<h2>section header, so it reads as two sections rather than a merged blob.
