feat: improve scroll behavior

• Added smooth scroll behavior, with fallback for reduced motion users;
• Added scroll-margin-top rule to section <h3> elements, so the titles will have a margin relative to the browser topbar;

The file was prettified during the process, since I'm using Prettier on my text editor. 😄
