FF140 Relnote: Notification.maxActions unpublished to nightly

FF140 puts Notification.maxActions behind the pref dom.webnotifications.actions.enabled which is enabled in nightly - it was previously released in FF138.

This adds a note to the release note, which is in the experimental features section.

Thanks a lot for this update, @hamishwillee.

Two things other than the edit suggestions:

• I was looking for a corresponding update on "Experimental features" page and noticed in the tracking issue you've mentioned "feature too small to bother." :). I think we might need an entry for the sake of completeness.
• Not related to this change but I noticed that https://developer.mozilla.org/en-US/docs/Mozilla/Firefox/Experimental_features#notification.actions has a missing "Yes" in the "Enabled by default?" column for "Nightly". You might want to add it if you add an entry for Notification.maxActions.
