This PR extends the Terraform Registry to support the Provider Registry Protocol. It allows users to publish and consume Terraform Providers alongside Modules.

Key features:

  • Service Discovery: Updated /.well-known/terraform.json.
  • API Endpoints:
    • GET /v1/providers/{namespace}/{type}/versions: Lists available versions.
    • GET /v1/providers/{namespace}/{type}/{version}/download/{os}/{arch}: Returns download URL and checksums.
    • GET /v1/providers/{namespace}/{type}/{version}/SHA256SUMS (and .sig): Artifact download.
    • POST /v1/providers/{namespace}/{type}/{version}: Upload provider binary and signatures.
    • POST /v1/providers/{namespace}/gpg-keys: Upload GPG public keys.
  • Storage:
    • LocalProviderStorageService: Stores files on disk, serves via streaming endpoint.
    • AzureBlobProviderStorageService: Stores in Blob Storage, serves via SAS tokens.
  • Database:
    • New providers and gpg_keys tables in PostgreSQL.
  • Testing:
    • Added unit tests for storage and service logic.
