Introduces DateAtom, a small presentational Vue atom that renders a single compared-date label (the backend's localised pretty period string) with muted, single-line styling for the sparklines redesign. It is the foundation for the date-comparison card body, kept as its own component so that it can be reused in other cards that can be worked with in parallel Adds the component, its stylesheet (registered in getStylesheetFiles) and a unit spec.

Adds the component, its stylesheet (registered in getStylesheetFiles) and a unit spec.
This is just a straight backport to 5.x-dev of #24786
