If the USB Backpack is on top, place one probe of your multimeter on the castellated edge of the WVR, and check for continuity with the pin header. Here is a photo of that procedure : https://imgur.com/a/iM4eVyv
It is very helpful to have flux, in particular liquid flux, for this. If you find a short, or if you find that the two boards are not connected right, use lots of flux and reflow the pin well.
