This ports the 2006 vrad code that enables -compressconstant support. This is ultra useful since for low luxels scale mergers the lightmaps in a N units with very similar rgb. Also this mask the terrible lightmap compresion that source engine has, -compressconstant 2 is a good value to start. (by default is set to zero 0)
