This enables generation of embedded flash image with application files that
do not contain OpenTitan header (for test purposes only)

exec_info may not be defined when pyot is not able to create the test context.

The ot.util.log configure_loggers function can be used for the same purpose.

This option enables pyot to execute application stored in embedded
flash with regular binary files, i.e. files without the special OpenTitan
header.
