Bumps github/issue-labeler from 3.4 to 3.5.

Release notes

Sourced from github/issue-labeler's releases.

v3.5

Compatibility

This release updates the action runtime from Node.js 20 to Node.js 24. Self-hosted runners should use Actions Runner v2.328.0 or later. Node.js 24 is incompatible with macOS 13.4 and earlier and does not support ARM32. See GitHub's Node 20 deprecation notice.

🛑 Fix loop escalated — human attention needed

This PR has failed CI on 1 distinct fix attempts (new commits, still red). The hive has stopped dispatching further automated fixes for it.

Failing checks: e2e-tests-full, e2e-tests-smoke

Raw failure evidence (from check-run annotations):

e2e-tests-smoke: Process completed with exit code 2.

Remove the needs-human label after addressing the root cause to return the PR to the automated fix lane.
