[Fix, NPU] Set soc_info for the NPU device

Summary

With the teb update, the soc version must be explicitly set in set_current_compile_soc_info for get_soc_spec to return the correct UB_SIZE.

Testing Done

【WIP】Please hold off on merging this PR. I need to test it on a few NPUs with different soc versions.

• Hardware Type: Atlas 800I A2, Atlas 900 A2 PoD
• run make test to ensure correctness
• run make checkstyle to ensure code style
• run make test-convergence to ensure convergence
