when releasing for new Scala versions without introducing a new genjavadoc version

sbt-ci-release 1.9.x has new support for backpublishing, so I think we should use that instead, actually. we've already taken the upgrade, so backpublishing should now be a matter of pushing a tag such as I'll try it out when I do the publishing (today or tomorrow, probably) and return to this PR then |
