- Updated getCircuitAddrs to build /p2p-circuit addrs from rsvp.Addrs
- Inlined isRelayAddr into relay_finder.go
- Removed cleanupAddressSet and deleted addrsplosion.go + its tests
- Dropped obsolete heuristic in favor of relay-provided addresses
