Description
Issue gfx103X builds were stuck on ROCm 7.13.0a20260421 instead of the latest nightly. TheRock renamed the gfx103X nightly stream from -dgpu to -all. The old therock-dist--gfx103X-dgpu- stream stopped at 7.13.0a20260421, while the new -all stream continues to 7.14.0a20260608 and beyond.
Fix Map gfx103X to the -all S3 suffix (alongside gfx110X/gfx120X) in both the Windows and Linux jobs of build-llamacpp-rocm.yml. gfx103X now picks up current ROCm nightlies again.
