Would be happy to merge it but I need to try and see if I can get access to the theHarvester pypi name |

can you look into changing this to uv as there is uv build and uv publish commands |

Fixes #1501
This adds a simple workflow to publish to PyPI on any new git tag. You just need to register this workflow with PyPI here (as explained in this python guide).
Note theHarvester already exists on PyPI, so hopefully you don't have any trouble gaining access
