feat: add recruit application flow

Summary

• add public recruit application form flow on the Recruit page
• send submitted applications to the club email and confirmation mail to applicants
• adjust recruit CTA behavior and cover mail sending with service tests
• align existing archive/auth tests with current backend contracts
