What this PR does / why we need it:

The follow-up to #8265, this PR is part of the effort to transition to the new version of AWS's sdk for go (see #7093). This is PR 2/3, where the newly-vendored aws-sdk-go-v2 and smithy-go packages are consumed in the aws cloud provider.

The following are some of the larger changes that come with the new sdk:

• Each service now has a separate package for data types (e.g. .../service/ec2/types) and for API interfaces (.../service/ec2)
• Structs contain more values and less references (e.g. []string vs []*string)
• Pagination is handled slightly differently
• Clients are instantiated differently (no longer use aws.session)
• Endpoint resolves are per-service instead of global
