World Constitution

Purpose

agent-world is the authoritative world-level coordination seam for the Agent ecosystem.

It exists to ensure that no individual city silently becomes the whole world and that world truth is not buried inside projection or substrate layers.

Constitutional Principles

  1. World truth is separate from city truth. A city may report itself, but it may not define the entire world unilaterally.

  2. Substrate is not governance. steward-protocol provides primitives and constraints; agent-world defines world-level policy and registry truth.

  3. Projection is not authority. agent-internet may render world-facing public membranes, but it does not own world governance truth.

  4. Cities remain sovereign in local matters. Mayor, council, economy, immigration, and local campaigns remain city-level concerns unless explicitly elevated to world scope.

  5. World directives must be auditable. Cross-city coordination requires explicit contracts, receipts, and policy visibility.

Initial Offices

  • World Registry — authoritative record of known cities
  • World Policy Layer — declared global policy baseline
  • World Heartbeat — minimal aggregation of world state

Deferred Powers

The following powers are intentionally deferred until contract boundaries are proven:

  • live multi-city routing runtime
  • conflict resolution automation
  • strong identity federation
  • transport-specific enforcement infrastructure
