Fix logs output when using go plugin. add log file if not CI

Start showing the Xray lib logs in the command logs.

Only shows if CI=true and log level is DEBUG

If not configured to show in the command logs, it will generate a log file with the run logs at <user_dir>/.jfrog/logs/xrayPluginLogs
