What has been Added
This is the 1st of 2 prs regarding the upload folders cli command, in this one we have the service in charge of scanning a local path for items to be uploaded, and some other methods that will be used in the command such as the
CLIUtils.getDestinationFolderUuidor theisAlreadyExistsErrorfor the catch block
