upgrade python base image from 3.11 to 3.14

this would require address possible issues with dependencies

Dockerfile, integrations/*/Dockerfile, pull_request_automation.yml, codeql-analysis.yml, pyproject.tomland some dependencies have to be changed. am i missing something?
If not then can i work on this @mlodic ?

it's not just changing the pointers, we need to ensure that the dependencies still work properly.
Ideally the tests should do the work but we dont have enough coverage. In any case, some of them would probably fail and could raise some issues.
Some older dependencies could not work anymore, in that case we discuss further how to proceed

we update to 3.13 only. We don't have to upgrade to the most recent one necessarily
