Updated sonar-plugin-api dependency to version 11.3.0.2824 and relocated it from org.sonarsource.sonarqube to org.sonarsource.api.plugin to ensure compatibility with Sonar Server 2025.2.0.105476 and Community Build 25.3.0.104237.

This PR updates the plugin to be compatible with the latest
SonarQube Community Edition (25.3.0.104237)andSonar Server (2025.2.0.105476).sonar-plugin-apidependency to version11.3.0.2824and switched its package fromorg.sonarsource.sonarqubetoorg.sonarsource.api.pluginas it has been relocated in Maven.sonar-plugin-api-impl, sinceSonarRuntimeImplhas been moved there fromsonar-plugin-api 8.X.
