* edited version of this doc from the Confluence page, converted to markdown, adding it to the partner-chains repo * incorporating most comments where there appears to be resolution in the discussion * adding additional comments from the Confluence page version of this document * Rename setting-up-token-management-partner-chains.md to native-token-reserve-management.md git status * Incorporating remaining comments and further edits for refinement * addressed latest comments, added some questions that need responses * incorporated remaining comments
