Add a new variant
linear-with-tx-references: it works like Linear Leios, except that EBs contain references to TXs instead of entire TXs.Update the CPU model, so that EBs are partially but not fully validated before getting propagated to peers. For consistency with other CPU tasks, the partial validation is called "header validation" and the full validation is called "body validation".
Implement the actual rules for which EBs should be voted on.
