feat: add APIs for local time and time zones #663

Description

This adds a minimal set of APIs for working with local time and time zones in Modus apps.

See examples included for usage notes.

Checklist

  • Code compiles correctly and linting passes locally

  • Tests added for new functionality, or regression tests for bug fixes added as applicable
