Not ideal, but I'll say it fixes enough of #17071 for this release (and the subtask in #17450 )

Did some compromises with the translation strings to not lose them.

@hrydgard - hi, seems nice although it would be nice to have these descriptions that are more i had in mind made by @LunaMoo in the issue i made, like it's written below:

Here's a little info about what we have hardcoded as software texture filters, in case of performance it pretty much goes in just slightly different order they're listed:

xBRZ (very fast),
Bicubic (somewhat fast),
Hybrid (extremely slow),
Hybrid+Bicubic (roughtly as slow as Hybrid).
