fix: always show product-covered badge on plugin cards - #768

Show the not-recommended badge whenever the plugin is product-covered, regardless of the enabled state, so users who manually enabled such a plugin alongside the covering product feature still see the warning. Signed-off-by: johnlanni <zty98751@alibaba-inc.com>
