this allows the first part of typable commands (command) to be case insensitive, rest is left untouched

This may be a long shot as I totally see how this might break some people's macros or just create more ambiguity than it's worth but I'll throw it up anyway.
This PR allows the first part of typable commands to be case insensitive so
:WQ File1.txtwould be parsed as:wq File1.txtand then executed. I always typo:Qand wish it just knew I wanted:q. The rest of the arguments to the command are left untouched.
