Uh, what makes you think this should be merged directly into 3.12?

• it changes the signatures of at least 3 functions, which means it can't be included in a 3.12 release (3.12 branch must be compilable with the Cabal version that ships with a ghc release, for example)
• with only rare exceptions mostly related to preparing for a release, PRs should target master and be backported
• you've leaked some other changes on master into it (Remove text for sandbox in replCommand #10493, fix cabal install --program-suffix/prefix (fix #10290 and #10476) #10483, Document Setup.hs repl #10481 among others)
• you have multiple merge conflict markers in various files
