[query] Thread Block envs in the walkers and build each node once - #15928
Part of a stack that writes IR scoping once, as functions of the bound values. #15918 has
the full motivation.
The generic walkers were quadratic in two ways:
A Block child's env was rebuilt from bindings 0 until k, so walking a Block of n
bindings cost O(n²). A-normal form makes long Blocks common.
mapChildrenWithEnv copied the node after each changed child, because ChildEnv.get
read types from the node. That is quadratic on wide nodes, such as a MakeStruct whose
fields PruneDeadFields narrows.
Summary
ChildEnv.walkBlock and walkBlockStackSafe walk a Block's bindings, then its body.
They bind each name once, using the type of its rewritten value, so walking a Block is
linear.
The four env walkers in BaseIR pass Blocks to these helpers. For other nodes they call ChildEnv.get with the children rewritten so far, then copy the node once.
mapChildrenWithEnv(env)(v)(f)
- for i <- children- childEnv = ChildEnv.get(env, res, i)(v) // Block: folds bindings 0 until i- if f changed child i: res = res.copyWithNewChildren(newChildren)+ this match+ case b: Block => ChildEnv.walkBlock(b, env)(v)((c, i, ce) => newChildren(i) = f(c, ce))+ case _ => for i <- children: newChildren(i) = f(child i, ChildEnv.get(env, this, newChildren, i)(v))+ copyWithNewChildren(newChildren), once, if any child changed
ForwardLets, LowerMatrixIR and NormalizeNames wrote Block's scoping by hand; they
now call Binds.aggSeq. Extract's env gains agg and scan scopes, so it binds those
names like any other.
ForwardLets, Extract, Simplify and LowerMatrixIR walk children with mapChildrenWithEnv instead of calling ChildEnv.get per child.
TypeCheck.checkVoidTypedChild drops its unused env.
New IRSuite tests check that mapChildrenWithEnv returns the node itself when no child
changes, holds every new child when all change, and gives later children the new types.
In IRPassBenchmark, against #15929: TypeCheck on a 3000-binding Block drops from
531 ms to 4.9 ms, and NormalizeNames on a 1000-field MakeStruct from 8.6 ms to
0.26 ms. ForwardLets allocates 22% less on a balanced tree and 14% less on the MakeStruct. Other cases move by 5% or less.
Environment-aware IR traversal now handles block bindings in order and threads updated environments between children. Several naming, extraction, lowering, and simplification passes use the updated traversal and scope helpers.

ChildEnv adds block walkers that pass each binding value’s mapped type into the next environment. BaseIR uses these walkers in environment-aware iteration and mapping, including stack-safe methods. Tests check unchanged nodes, replacements, and updated binding types.
Scope-aware naming and extraction hail/hail/src/is/hail/expr/ir/NormalizeNames.scala, hail/hail/src/is/hail/expr/ir/agg/Extract.scala
NormalizeNames and Extract use scope-derived environments. Extract initializes aggregation and scan scopes, preserves non-EVAL binding scope, and maps children with their environments.
Lowering and rewrite consumers hail/hail/src/is/hail/expr/ir/lowering/ForwardLets.scala, hail/hail/src/is/hail/expr/ir/lowering/LowerMatrixIR.scala, hail/hail/src/is/hail/expr/ir/lowering/Simplify.scala
These passes use environment-aware child traversal or Binds.aggSeq to obtain scoped environments.

Deeply nested empty Blocks can now overflow the stack during type checking. The impact is narrowly scoped; defer the body callback and include a regression test before merging, or explicitly accept this limitation.

Explanation
The title names the two main changes: Block environments are now threaded through the generic walkers, and each node is built once instead of being copied after every changed child. The title is specific to the changeset and does not match the summary's wording. It is a bit technical, but a teammate scanning history would understand the primary change.
Full details: Description check
Explanation
The description follows the template's main sections. It has a Change Description with a clear rationale, a summary with code and a diff, the list of affected call sites, test coverage, and benchmark results. The Security Assessment section is missing. The template marks it as required when the change may affect the deployed Hail Batch instance. The author did not choose an impact rating, add an impact description, or complete the appsec checkbox. The 'Fixes #' line is also absent, though it is optional when no issue applies.
Resolution
Complete the Security Assessment section. Choose one option: either state that the change cannot impact the Hail Batch instance in GCP, or state that it potentially does. If you choose the second option, also select an Impact Rating, write an Impact Description with mitigations, and complete the Appsec Review checkbox. Delete the options that do not apply. Optionally, add a 'Fixes #' line if an issue applies, or delete that line.

Cover AGG and SCAN Block bindings in the new environment test.
mapChildrenWithEnvReadsNewChildTypes binds x only in EVAL scope, so it does not exercise the AGG or SCAN paths of ChildEnv.step. Add AGG- and SCAN-scoped cases that check the type a later child sees in those environments.

Extend mapChildrenWithEnvReadsNewChildTypes with AGG- and SCAN-scoped Block
binding cases, alongside the existing EVAL case. For each, verify that a later
child observes the bound variable’s type in the corresponding environment,
exercising the AGG and SCAN paths of ChildEnv.step.
Add a branching-monad case to the mapChildrenWithEnvM tests.
Add a branching-monad case to the mapChildrenWithEnvM tests.
The new mapChildrenWithEnvBoth helper calls mapChildrenWithEnvM only with StackSafe, which produces a single result per step. No test in the suite runs this method with a monad that yields several alternatives, such as List. A regression that mixes or overwrites children or environments across alternatives would not fail these tests.
Add a test that calls mapChildrenWithEnvM with Monad[List] on a node with at least two children. Make the function return more than one result for an early child. Assert that each alternative's children, and the environment seen by later children, match that alternative alone.

Defer the body walk in walkBlockStackSafe for empty Blocks.
When b.bindings is empty, foreachRecur returns done(()). The following flatMap then runs f(b.body, ...) during frame construction. A chain of nested empty Blocks therefore recurses on the JVM stack in TypeCheck.check and can throw StackOverflowError. Wrap the body in call, as RichOption.mapRecur does.

Update walkBlockStackSafe to defer the body walk through the existing call
mechanism after processing bindings, so empty Blocks do not invoke f for b.body
during frame construction. Preserve the current body index and environment
passed to f.
