Change Description

Addresses #15061. That issue also asks for the scheduler to be documented. That's still wanted, but it will come with a larger scheduler performance follow-up. This PR is just the targeted bug fix.

#12221 (job regions) replaced the pool scheduler's per-user remaining = Box(share) counter with a check of the global n_scheduled >= share. n_scheduled counts jobs across all users in the pass. So after the first user (users are
ordered by allocated cores, largest first), every later user stopped after one job, because the total was already over their share. The loop reruns 0.5s later, so jobs still got scheduled, but:

  • users after the first got one job per pass, so their jobs started more slowly
  • each pass did the fair-share and per-user queries to schedule very few jobs, so the DB work per job scheduled was high

Changes:

  • A per-user counter again. Like the pre-[batch] Add support for job regions #12221 code, it counts jobs considered, not only jobs placed, so a user whose jobs can't be placed is capped at share jobs per pass instead of having their whole queue scanned.
  • When a user reaches their share, the loop reruns straight away only if some of that user's jobs were placed. Otherwise it waits for a state change, so it doesn't spin on jobs that can't be placed.
  • user_runnable_jobs moves from a closure to a method so tests can replace it (no change in behaviour; git diff -w shows the real change).
  • New unit tests with no DB in batch/test/test_pool_scheduler.py, added to the batch unit-test GitHub Actions job.

Expected effect: with several active users, each pass schedules up to a full share per user, so backlogs clear in far fewer passes. Individual passes do more work, so scheduling_loop_jobs per pass and pass duration will go up.

📝 Walkthrough

PoolScheduler retrieves runnable jobs through a class method and tracks attempted jobs and progress separately for each user. New tests cover per-user limits, unplaceable jobs, and wait behavior. The batch unit-test workflow now runs the scheduler tests.

Changes: Pool scheduler fairness

Layer / File(s) Summary
Runnable jobs and per-user limits
batch/batch/driver/instance_collection/pool.py
_user_runnable_jobs retrieves ready always-run jobs and retrieves ordinary ready jobs only for non-cancelled groups. The scheduling loop tracks attempts and progress per user. It marks errored jobs as progress and requests an immediate rerun only when a user reaches its share after making progress.
Scheduler regression coverage
batch/test/test_pool_scheduler.py, .github/workflows/static-and-unit-tests.yml
Tests cover equal allocations, bounded reads for unplaceable jobs, waiting when no jobs can be scheduled, and errored jobs counting toward the attempt limit. The batch unit-test command includes the scheduler test module.

Priority: ⬇️ Low

Estimated code review effort: 2 (Simple) | ~12 minutes

Change: Bug fix

Suggested reviewers: sarahgibs, jigold

Merge Risk: 🟡 Moderate · up to 6739a

The scheduler change raises each user's per-pass share. However, failed job placements may still trigger repeated immediate passes. A user whose first Ready jobs cannot fit may also be stuck behind them. Address or explicitly accept these behaviors before merging.

Security architecture risk: 🔵 Low · up to 6739a

The change restores per-user scheduling limits while preserving job ownership and placement controls. No introduced security defect was established. Individual passes can perform more work across active users, leaving some uncertainty about shared-service latency under production load.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The relevant exposure is scheduling opportunity and per-pass work for users sharing a pool. The budget is per user, not a fixed global job limit, so aggregate pass work can increase with active users. The inspected change does not expand job ownership or downstream privileges.

Trust Boundaries and Controls

  • observed — User job requirements still pass through attempt and region validation, pool instance selection, and the existing scheduling handler. That handler retains its active-instance assertion and database scheduling transition. The PR changes how much eligible work reaches this path per pass, not the authority carried by a job.

Resilience and Maintainability Implications

  • observed — The existing scheduling-exception path restores reserved capacity when the instance remains active. Downstream cancellation checks, terminal-state handling, and completion notifications remain authoritative and unchanged. The new progress flag controls continuation without introducing a new persistent job state or recovery protocol.

`n_attempted_for_user` share check so a blocked prefix of Ready jobs cannot
prevent later placeable jobs from being examined on subsequent passes. Add a
bounded way to advance past examined jobs while preserving the per-user share
limit and existing scheduling behavior.

each yielded job before the prior-attempt and supported-region validation

branches that call mark_job_errored and continue.
