[aws] Initial commit of AWS infrastructure - #15709
First pass at setting up the necessary cloud resources to run Hail on AWS. The intended result of following these instructions is an EKS cluster with no Hail services running that is ready to be bootstrapped by the existing bootstrap scripts (after slight modification).
Security Assessment
This change cannot impact the Hail Batch instance as deployed by Broad Institute in GCP
Impact Rating

Impact Description
This change cannot have any impact on the actual Hail production instance, but it will be used to create a new Hail Batch instance which will eventually be production.

The pull request adds an AWS EKS CloudFormation deployment, deployment instructions and parameters, and AWS-specific validation for query storage URL prefixes with S3AsyncFS.
Changes: AWS infrastructure deployment
Layer / File(s)
Summary
Deployment inputs and configuration infra/aws/README.md, infra/aws/hail-is/parameters.json, infra/aws/main.yaml
The guide describes AWS setup and stack creation. The parameter file and template define network, domain, and global configuration values.
VPC and network resources infra/aws/main.yaml
The template adds a VPC, three public subnets, internet routing, and an internal-gateway network interface.
EKS cluster and node groups infra/aws/main.yaml
The template adds cluster and node IAM roles, an EKS cluster, on-demand and Spot node groups, cluster access configuration, and an OIDC provider.
Storage, repositories, add-ons, and exports infra/aws/main.yaml
The template adds ECR repositories, encrypted S3 buckets, EKS add-ons and their IAM roles, and CloudFormation exports.
hail-is/hail#15697 — Adds bootstrap scripts for this AWS cluster and extends the CloudFormation template with resources those scripts use.

The new AWS foundation introduces account-wide provisioning authority and shared infrastructure identities. Workload isolation depends partly on environment defaults, and failed-deployment recovery is unspecified. Restricted cluster access and protected storage reduce exposure, and this change does not itself deploy Hail services.
Retained concerns
Medium · security · inferred: Both new node pools share a worker, CNI, ECR-read and SSM role, while their launch templates leave metadata controls implicit. If workloads can reach instance metadata, workload compromise can cross into that shared node authority. Effective account defaults and workload reachability are unknown; this is not evidence that IMDSv1 is enabled or that arbitrary AWS secrets are accessible.
Low · security · observed: The EBS CSI driver and Secrets Store provider are assigned the same role containing EBS, CNI and ECR policies, although VPC CNI has a separate role. This newly couples unrelated add-on authority. Operational role assumption is not demonstrated, so the declared policy sharing is not proof that a compromised provider currently obtains those permissions. Missing Secrets Manager permissions on the provider role alone are not a finding: secret access belongs to the consuming workload identity.
Medium · security · inferred: The documented deployment creates a persistent AdministratorAccess CloudFormation role and disables stack rollback, without specifying caller restrictions or recovery and cleanup ownership. A principal authorized to direct stack operations through that role could exercise account-wide provisioning authority. The repository does not establish that an unauthorized principal has that access, or that external guardrails are absent.
Security review details
Security Blast Radius
inferred — The broadest declared authority is the CloudFormation role's AdministratorAccess in the selected AWS account. Conditional workload-to-metadata exposure instead reaches the shared node role, not automatically that administrator role or S3 application data. These new AWS paths do not establish exposure of the existing GCP deployment.
Security Findings and Attack Paths
inferred — A compromised workload could obtain node credentials only if its metadata path is reachable under the effective AMI, account and network settings. AL2023 normally requiring IMDSv2 is important counterevidence to an IMDSv1 claim; it does not alone establish pod isolation. No untrusted workload deployment or successful credential retrieval is shown.
observed — The two retained add-on findings overlap on the same shared-role declaration. The supported architecture issue is authority coupling, not a demonstrated secret-read failure or compromise. The strongest counterevidence places Secrets Manager access on consuming workload identities rather than requiring it on the provider role.
Trust Boundaries and Controls
observed — The provisioning role trusts cloudformation.amazonaws.com, not arbitrary human principals. The CSI role trusts pods.eks.amazonaws.com while its add-ons specify ServiceAccountRoleArn; a working credential association is not demonstrated. Separately, the VPC CNI role restricts web identity to kube-system:aws-node. These distinctions limit conclusions about effective authority from policy attachment alone.
Resilience and Maintainability Implications
inferred — The administrator service role is created outside the stack, so stack rollback or deletion does not itself define that role's retirement. Combined with disabled rollback, this requires an explicit operator recovery and authority-cleanup contract. The evidence does not establish what remains after any particular deployed failure.
Hardening Proposals
proposed — Define and validate an explicit node-metadata isolation policy, separate add-on roles by responsibility, and use identity bindings consistent with each role's trust mechanism. Validate the resulting credential paths before introducing untrusted workloads.
proposed — Document the provisioning role's caller and stack-operation restrictions, applicable account guardrails, and failed-create recovery and role-retirement procedures. Assign ownership of the AWS-to-Kubernetes configuration handoff and make its successful completion a bootstrap precondition.

Add a second instance type to the Spot node group.
The Spot node group gets its only instance type, t3a.large, from its launch template. If t3a.large Spot capacity is short in the selected subnets, the group has no other type to launch. AWS recommends listing multiple instance types for Spot node groups.
Move the instance type from the launch template to the node group. Keep the launch template's metadata options, volume, and user data. AWS allows 0-20 instanceTypes when the launch template has no instance type. The deployment fails only when both are set.

Update VdcPreemptibleNodeGroup to declare multiple Spot instance types,
including t3a.large and t3.large, and remove InstanceType from
VdcPreemptibleNodeLaunchTemplate to avoid setting it in both places. Preserve
the launch template’s metadata options, volume, and user data.

Create a default EBS StorageClass before deploying workloads.
On a fresh EKS cluster, the Grafana and Prometheus claims have no default StorageClass. Without matching pre-provisioned volumes, the claims remain Pending and both services stay unavailable. Create an encrypted default ebs.csi.aws.com StorageClass before deploying these manifests.
