Motivation
Add a xds-test-util crate that contains fake control plane implementation and a few xds config helpers to enable writing e2e tests for xds implementations.
Also, used the new crate to add a few tests to tonic-xds. We can definitely add more in the future.
Solution
New test utility library and new tests added.
