Add barrier sync tests using workgroupUniformLoad

• Add variants of barrier synchronization tests that use workgroupUniformLoad purely as a workgroupBarrier
  • an unrelated placeholder workgroup variable is added in those cases and the value read is unused

Requirements for PR author:
