“always include a language and a country code” reads as “always include a language, and also always include a country code”, while the intended meaning was that it includes both a language *code* and a country code.
That line was intended to guide those who do not normally edit po files with a plain text editor, but ended up sounding like it states the obvious (“to do X, do X”) before this change.
