This PR adds app hang tracking options, and disables this feature by default.
app_hang_tracking(defaults tofalse) andapp_hang_timeout_sec(defaults to 5.0).This feature is called differently in various Sentry SDKs. In some it's called "App Hang Tracking" and in others "ANR tracking". I went with "App Hang", because it doesn't need explanation (unlike ANR) and it's shorter in UI.
